1. About ONeMOV and these Terms
ONeMOV (Online Network of Electronic MOVs) is the official workplace system of the Local Government Unit (LGU) of Las Nieves, Agusan del Norte. It is used to file and process document requests, schedule activities, keep means of verification (MOVs), collect client feedback and keep personnel records.
These Terms and Conditions (“Terms”) apply to everyone who registers for or uses ONeMOV, including its sections, the public verification page and the public client satisfaction survey. By registering, or by using ONeMOV, you agree to these Terms. If you do not agree, do not register or use the system.
These Terms add to, and do not replace, the laws, Civil Service rules, LGU policies and office orders that already apply to you as a public official or employee.
2. Definitions
- LGU
- The Municipal Government of Las Nieves, Agusan del Norte, which owns and operates ONeMOV.
- User / you
- Anyone with a ONeMOV account, or anyone using a public page of ONeMOV.
- System Administrator
- The person or persons the LGU authorizes to manage ONeMOV, approve accounts and set access.
- Head of Office
- A Head of Office or Officer-in-Charge confirmed in the Employee Database Management System (EDMS).
- MOV
- Means of verification: documents, postings, photos, files and links that prove work was done, often required in audits and assessments.
- Personal data
- Personal information, sensitive personal information and privileged information as defined in the Data Privacy Act of 2012 (Republic Act No. 10173).
3. Eligibility and accounts
- Accounts are for officials and employees of the LGU, and for others the LGU authorizes in writing. Each account is personal to one person.
- You must give your true name, office, designation and an email address you control. You confirm your email with a one-time code.
- A new account stays pending until a System Administrator approves it. Approval may be refused or withdrawn, for example when your details cannot be confirmed.
- Saying you are a Head of Office or Officer-in-Charge during registration is a claim only. Head of Office access is given only after the System Administrator confirms it against EDMS.
- Keep your details current. Tell the System Administrator when you transfer offices, change designation, go on extended leave or leave the service.
4. Account security
- Keep your password, one-time codes and authenticator to yourself. Never share your account or let another person work under it.
- Use a strong password that you do not use on other sites. Turn on the authenticator app when it is offered.
- Sign out on shared or public computers. Sessions may end after a period of inactivity.
- You are responsible for actions taken under your account unless you reported it as compromised before those actions.
- Report a lost device, a suspected leak of your password, or any suspicious activity to the System Administrator right away. You can also end your other sessions from My Profile.
5. Acceptable use
Use ONeMOV only for official LGU work. You must not:
- access, or try to access, data, sections or accounts you are not authorized to use;
- test, scan, overload or attack the system, or try to get around its security, limits or access controls;
- upload files with malware, or files you have no right to share;
- submit false, misleading, altered or forged documents, data, ratings or MOVs;
- use ONeMOV for personal, commercial, partisan political or other non-official purposes;
- copy, export or collect personal data or records beyond what your official duties require;
- post content that is unlawful, defamatory, discriminatory, harassing or obscene;
- impersonate another person or office, or misrepresent your authority.
Found a security problem? Report it to the System Administrator and do not use or share it.
6. Roles and access
- What you can see and do depends on your role, office and clearances, which the System Administrator sets. Access is given on a need-to-know basis.
- You work in one selected office at a time. Switching offices changes what you see.
- A confirmed Head of Office may view the requests filed by their office and manage their office’s activities. These powers end when EDMS records a different Head.
- Access may be changed or removed at any time, for example after a transfer, a change of duties or a violation of these Terms.
- Having access to information does not by itself authorize you to disclose it. Share records only as your duties, LGU policy and the law allow.
7. Document requests
- Requests you file must be accurate, complete and for an official purpose. Attach only files you are authorized to share.
- A request goes to the office that processes its type. Statuses (Pending, On Going, For Review & Approval, For Printing, For Release, Completed) show where it stands.
- A needed-by date is a target, not a guarantee. Processing follows applicable rules, including the Citizen’s Charter and the Ease of Doing Business and Efficient Government Service Delivery Act of 2018 (Republic Act No. 11032).
- Processing offices may return, hold or cancel a request that is incomplete, unclear or not allowed.
- Requests and their files are official records. Edits and status changes are logged.
8. Reference numbers and document verification
- Each request receives a unique reference number (for example PIO-MMO-EO-20261018-0001: filing office, processing office, document type, date and number). Do not reuse, change or invent reference numbers.
- Signed PDFs downloaded from released requests carry a verification code and a QR code on every page. Each download gets its own code, so a copy can be traced to the download it came from.
- Anyone may check a code on the public verification page. It shows the document type, reference number, subject, status, offices and partly hidden names. It never shows emails, file names or document contents.
- Do not alter, remove or copy a verification stamp onto another document. Using a forged or altered ONeMOV document may be reported to the proper authorities.
9. oneCalendar
Activities in oneCalendar are visible to other offices. Do not enter confidential details in titles, venues or notes. Keep your office’s activities accurate and up to date, and cancel activities that will not happen.
10. eMOV, tags and MOV links
- Tag requests and activities only with the audits and uses they actually support.
- MOV links must point to official postings or official storage that authorized reviewers can open. Do not link to files that expose personal data beyond what the audit needs.
- ONeMOV turns each MOV link into a QR code. The LGU is not responsible for the content or availability of pages hosted by others, such as social media or file-sharing services.
11. Client satisfaction surveys and ratings
Answer surveys and ratings honestly, once per transaction. Do not rate your own work, pressure clients about their answers, or submit answers for someone else. Results are used, mostly in summary form, to measure and improve service, including reports required by the Anti-Red Tape Authority. Personnel named in a survey may see the ratings given to them.
12. EDMS and General Directory
EDMS and the General Directory contain personal data of employees and outside contacts. Use names, positions, emails and phone numbers only for official coordination. Do not export, print or share directory data for any other purpose. Only authorized offices may edit employee records.
13. Data privacy
The LGU of Las Nieves is the personal information controller for personal data processed in ONeMOV. It processes personal data under the Data Privacy Act of 2012 (Republic Act No. 10173), its Implementing Rules and Regulations, and issuances of the National Privacy Commission (NPC).
What we collect
- Account details: name, email, password (stored only as a protected hash), office, designation and role.
- Work records: requests, files, comments, activities, MOV links, tags and survey or rating answers.
- Employee and contact records kept in EDMS and the General Directory.
- Security and usage data: sign-in times, one-time code use, session and device information, IP addresses and an activity log of actions.
- Optional data you choose to give, such as a photo or a linked Telegram chat for notifications.
Why we use it
To create and secure accounts; process requests and deliver documents; schedule and record activities; keep MOVs for audits; measure client satisfaction; keep personnel records; send notices you need; prevent, detect and investigate misuse; and meet legal, audit and records-keeping duties. We process personal data as needed to perform the LGU’s functions and comply with law, and with your consent where the law requires it.
Who receives it
- Authorized LGU personnel, according to their role and need to know.
- Government agencies, auditors and courts, when the law requires or allows it.
- Service providers that host or run parts of ONeMOV for the LGU, such as web hosting, database, email delivery and, if you turn it on, Telegram notifications. They may process data only on the LGU’s instructions.
The public verification page shows only the limited, partly hidden details described in section 8. The LGU does not sell personal data.
How long we keep it
Personal data is kept only as long as needed for the purposes above and as required by records-retention rules, including the National Archives of the Philippines Act of 2007 (Republic Act No. 9470) and the applicable records disposition schedules. It is then securely disposed of.
How we protect it
Measures include access controls by role, encrypted connections, password hashing, one-time codes and authenticator sign-in, session controls, activity logs and limits on repeated attempts. No system is perfectly secure. Personal data breaches are handled and reported as the Data Privacy Act and NPC rules require.
Your rights
Subject to the law, you have the right to be informed; to access your personal data; to object to processing; to have inaccurate data corrected; to have data erased or blocked when processing is unlawful or no longer needed; to data portability; to be indemnified for damages; and to file a complaint with the National Privacy Commission. Some records cannot be erased while the law requires the LGU to keep them. To exercise your rights, contact the LGU’s Data Protection Officer (section 23).
14. Official records
Requests, documents, MOVs and other records in ONeMOV are official records of the LGU, whoever created them. They are kept, archived, released and disposed of according to records-management rules. Requests for information from the public are handled through the LGU’s established procedures, including its Freedom of Information rules.
15. Monitoring and activity logs
ONeMOV records sign-ins, downloads, edits, status changes, approvals and other actions, with the account, time and related details. Logs may be reviewed by authorized personnel to keep the system secure, investigate incidents, support audits and enforce these Terms. Do not expect privacy in how you use the system for official work.
16. Notifications
ONeMOV sends emails for one-time codes, account matters and request updates. Telegram notifications are optional and can be connected or disconnected in Settings. Make sure your email and linked chat stay under your control.
17. Ownership
ONeMOV, its design, software, logos and content belong to the LGU of Las Nieves or are used with permission. The seal of the Municipality may not be used outside official purposes. Your use of ONeMOV does not give you any ownership or license beyond using it for official work.
18. Availability and changes to the system
The LGU aims to keep ONeMOV available and accurate but does not guarantee uninterrupted or error-free service. The system may be unavailable during maintenance, updates or events beyond the LGU’s control. Features may be added, changed or removed. Keep your own copies of documents you must present, and check important details with the issuing office.
19. Suspension and termination
The System Administrator may suspend, restrict or close an account, with or without prior notice, when it is needed to protect the system or its data; after a violation of these Terms; when the user leaves the service, transfers or no longer needs access; or after long inactivity. Records created by the account remain official records of the LGU.
20. Responsibility and liability
- You are responsible for the accuracy of what you submit and for actions taken under your account.
- Misuse may lead to loss of access and to administrative, civil or criminal action under applicable laws, including the Data Privacy Act of 2012 (RA 10173), the Cybercrime Prevention Act of 2012 (RA 10175), the Electronic Commerce Act of 2000 (RA 8792), the Code of Conduct and Ethical Standards for Public Officials and Employees (RA 6713), and Civil Service rules.
- To the extent the law allows, the LGU is not liable for losses caused by system interruptions, by a user’s misuse, or by third-party services linked from ONeMOV.
21. Changes to these Terms
The LGU may update these Terms. Each version has a version date at the top of this page. Significant changes will be announced in ONeMOV, and you may be asked to accept the new version before continuing. Continuing to use ONeMOV after a change means you accept it.
22. Governing law
These Terms are governed by the laws of the Republic of the Philippines. Disputes are subject to the proper courts and bodies with jurisdiction over the Municipality of Las Nieves, Agusan del Norte, without prejudice to administrative remedies.
If any part of these Terms is found invalid, the rest stays in effect.
